City Certification as a economic development tool

Cameron Mulder posted the following useful thought ...
-----------------------------------------------------------------------------------------
I currently work for an economic development corporation in California.
My job is to work with rural cities on various economic development projects. This can include business workshops, city council planning session, or basically anything a city wants and we think somehow fits into the rubric of economic development.
I have an idea and I am curious if anyone has done something like this before.
We have a hard time getting everyone on the same page as far as economic development and future planning for the community. Many of the towns we deal with are in dire straights and need a serious plan for the future, but have such serious day to day issues to deal with that it is almost impossible for them to conduct long range planning that is essential for serious economic development and sustainable growth.
What I want to do is make an "Open for Business" city certification. This certification would mean that the city has (or is currently trying to create) -Long term infrastructure goals and funding -A chamber of commerce -Long-term livability goals -Reviewed permitting process in last 5 year -Does a yearly mail/online survey of businesses -Has development plan for face-to-face interviews with business -Has current info on all lots and buildings for sale in city -Has yearly goal planning and education for elected officials -Performs survey of citizens yearly
This is just a basic list to give you an idea. The city would not have to have done all these things, just have plans in the works to get these things done. The certificate would be given out by the economic development corporation (EDC) board of directors on recommendation from the staff of the EDC.
Has anyone heard of a program like this, and what do you think?
